The Oregonian Oregon state Sen. Frank Morse, R-Albany, is generally regarded as a political moderate, someone who has championed a sales tax and backed civil unions. He has never been a favorite of environmentalists, but 23 other GOP lawmakers had a worse record in the 2009 Legislature, according to the Oregon League of Conservation Voters.
