Eugene Weekly Oregon’s ban on offshore drilling for oil and gas expired Jan. 2 and opponents to ocean oil drilling are working to have a new moratorium put into place by the state Legislature. Oregon has jurisdiction over the first three nautical miles off the coast; after that, the federal government regulates drilling.
