It's hard to believe OLCV's E-Bulletin is in its 8th year of production.  It started back in 1999 as OLCV Alert, a very plain text version of what you are reading right now.

We've come a long way...

Proud to be an Oregonian

“To be an Oregonian is to be an environmentalist,” said Senate President Peter Courtney (D-Salem/Gervais/Woodburn). “The Legislature has reaffirmed this proud tradition with its work on the Bottle Bill, clean water and renewable energy.”

In Salem on Thursday, members of the Oregon Conservation Network (OCN) celebrated one of the most successful environmental legislative sessions in decades.

OCN is the umbrella group of the 40 organizations that worked together to identify five proactive environmental “Priorities for a Healthy Oregon,” all of which have either already passed or are expected to pass before the session ends.  In addition, the coalition prioritized preventing rollbacks to current environmental safeguards.

Priorities Prevail: Environment wins BIG.

OCN Priority Bills that are Law

Creating Oregon’s Electronic Recycling Program
HB 2626 – Creates a program that establishes manufacturer responsibility for the end of life free recycling of computers, laptops, monitors and televisions. Establishes a landfill ban for these products.

Promoting Clean and Renewable Energy
SB 838 – Establishes a renewable energy standard so that 25% of Oregon’s electrical power needs to be met by renewable energy sources by 2025.
SB 375 – Establishes minimum efficiency standards for a number of home and commercial appliances.

HB 2620 – Provides that public improvement contracts for construction or major renovations of public buildings appropriate at least 1.5% of the total contract price for solar energy technology.

Measure 37 Reform

HB 3540 – Refers to the voters a fix of many of the substantive problems with Measure 37

HB 3546 – Grants a 360 day extension to the current 180 day deadline for processing Measure 37 claims.

But it's not over yet. These OCN Priority Bills still need to pass.


Independence through Renewable Fuels
HB 2210 – Establishes the renewable fuel standard and provides incentives for Oregon biofuel production
Promoting Clean and Renewable Energy
HB 2211 – Expands the business energy tax credits available for renewable energy investments
HB 2212 – Expands the residential energy tax credits available for renewable energy investments
HB 2876 - Requires the Department of Energy to reduce energy consumption in existing public buildings by 20% by 2015 and requires new building projects incorporate energy efficient designs.
SB 576 - Requires major facility projects to be planned, designed, constructed and renovated to meet sustainable building standards.

Closing the Toxic Pollution Loophole
SB 737 provides Oregon with a first ever “roadmap” for reducing and eliminating sources of toxic pollution in our rivers, streams and the Pacific Ocean.

Measure 37: Part 2

You have probably heard by now that a more fair and reasonable version of Measure 37 will be heading back to the voters this fall.  Some organizations are already referring to the campaign to fix Measure 37 as the single most important environmental campaign in the history of Oregon.

That said, we are looking for people who want to make history - and work this fall to keep Oregon a great place to live, now and for future generations.

So get ready! Mark off your calendar for at least three weekend days in August, September, and October to canvass for what will be an incredibly important special election.
