HB 2876 was a significant step towards energy conservation. This bill would have required the Department of Energy to reduce energy consumption by 20% in existing state buildings by 2015. Every watt of electricity saved through better conservation is an important part of combating global warming. Unfortunately, after passing the House, this bill never was voted on in the Senate.
